Parallel Session 2.1

Anchoring success for all: gender equality and youth empowerment

About This Session

This session examined the main challenges faced by vulnerable groups in response to migration and displacement. Although Syrians have been welcomed by host communities in Turkey, vulnerability levels remain worrying — particularly for youth and women. Recent reports indicated that isolation and limited access to services disproportionately affect these groups.

The discussion explored how municipalities can act as first-line responders, integrating gender-sensitive and youth-focused approaches into local protection frameworks. Participants shared practical strategies for turning migration challenges into opportunities for positive transformation.

Key themes: gender equality, youth empowerment, social protection, municipal leadership in inclusive service delivery.

Representatives from civil society and municipal governments joined the panel to share on-the-ground experiences of gender-responsive programming in displacement contexts.

Municipalities across Turkey and the wider region have increasingly recognized that sustainable urban development cannot be achieved without addressing the specific needs of women and youth. Local governments are uniquely positioned to design inclusive programs that bridge gaps in education, employment, and social participation. By integrating gender-sensitive planning and youth-focused initiatives into municipal services, cities can foster resilience among vulnerable populations. This approach not only strengthens social cohesion but also supports broader goals of local economic development and democratic governance. Municipal leaders, working alongside international organizations and civil society, continue to develop practical strategies that ensure no community member is left behind in times of rapid demographic change.

The intersection of migration management and local governance presents both challenges and opportunities for city administrators. As first-line responders, municipalities have developed innovative mechanisms to deliver essential services to displaced populations while maintaining social harmony. Youth empowerment programs, women's cooperatives, and inclusive urban planning processes have proven effective in addressing the vulnerabilities that emerge during displacement crises. These efforts require sustained cooperation between national authorities, international agencies, and local governments. The exchange of best practices through forums and networks enables municipal professionals to adapt successful models to their own contexts, ultimately building more equitable and resilient communities across the region.

Session Focus Areas

  • Women and girls in displacement: Addressing heightened risks of isolation, economic marginalisation, and barriers to essential services.

  • Municipal protection schemes: How local governments can embed gender equality and youth empowerment into social protection and service delivery.
  • From vulnerability to resilience: Identifying pathways that turn the migration experience into an opportunity for community-wide positive transformation.
